As of the 2026/27 season, SC Youth Soccer will be operating the ‘Palmetto Development League’. The league will consist of three (3) male divisions under the name 'Boys Development League'.


  • Direct qualification into National 1
  • Updated league name and branding that better aligns with us all striving to develop players for the next level in their respective pyramid.
  • Updated division names that allow separation from Cups as we adapt and change this structure to meet player experience needs, especially on the female side.
  • Expansion of Open Cup
  • Continued technical requirements and review of other player development initiatives.

LEAGUE DIVISIONS

  • Premier Division

    • One statewide conference capped at 10 teams
    • Qualifying league for playoffs to enter State Cup
    • League winner qualifies for National 1 (pending approval with operator)
    • Teams that do not qualify are eligible for Open Cup
    • $ 950 Cup Season; $ 700 non-Cup Season
  • Championship Division

    • Two or three localized division capped at 10 teams
    • Qualifying league for Presidents Cup
    • Teams that do not qualify are eligible for Open Cup
    • Promotion/relegation
    • $875 Cup Season; $ 700 non-Cup Season

  • Open Division

    • Two to four localized division capped at 10 teams
    • All teams are eligible for Open Cup
    • Promotion to Championship 
    • $700

    Who Qualifies?


    • The top sixteen (16) teams between National 1 and the PDL Premier Division enter playoffs
    • Inclusion of NAL, MLS Academy, ECNL Regional as qualifying leagues is under review
    • Fee included with league entry for PDL teams; $ 450.00 for non-PDL teams

  • Presidents Cup

    Who Qualifies?


    • Top eight (8) teams from the PDL Championship Division qualify for Presidents Cup
    • Fee included with league entry
  • Open Cup

    Who Qualifies?


    • Any PDL Championship Division team that does not qualify for the Presidents Cup
    • All PDL Championship Division teams
    • Any other US Soccer Member Association teams (including recreational members)
