As of the 2026/27 season, SC Youth Soccer will be operating the ‘Palmetto Development League’. The league will consist of two (2) female divisions under the name 'Girls Development League'.


  • Direct qualification into National 1
  • Updated league name and branding that better aligns with us all striving to develop players for the next level in their respective pyramid.
  • Updated division names that allow separation from Cups as we adapt and change this structure to meet player experience needs, especially on the female side.
  • The introduction of the Rising Cup (female only).
  • Continued technical requirements and review of other player development initiatives.

LEAGUE DIVISIONS

  • Summit Division

    • One statewide conference capped at 10 teams
    • Qualifying league to enter State Cup and Presidents Cup
    • League winner qualifies for National 1 (pending approval with operator)
    • Teams that do not qualify are eligible for the Rising Cup (formerly Open)
    • $ 950.00 Cup Season; $ 700.00 non-Cup Season

  • Rising Division

    • Two or three localized division capped at 10 teams
    • All teams are eligible for the Rising Cup
    • Promotion into Summit
    • $700

    Who Qualifies? (PENDING CONFIRMATION)


    • The top eight (8) teams between National 1 and the PDL Summit Division will go straight to the State Cup/Presidents Cup Finals weekend.
    • State Cup: The top four (4) teams
    • Presidents Cup: The next four (4) teams
    • Fee included with league entry for PDL teams

  • Rising Cup

    Who Qualifies?


    • Any PDL Summit Division team that does not qualify for the State Cup
    • All PDL Rising Division teams
    • Any other US Soccer Member Association teams (including recreational members)
    • $700
